There's only one way to find out the answer to your question about
plod.
 
My feeling is that they wouldn't do you just for that.  If you were
pratting about they'd add it to the list if they could.
 
It is worth noting that the lenses do not have the same pattern though.
 So you don't just get twice the illumination in the same area.
 
My RS has had both lamps on dip and main for all its MOTs with no
problem.  That's Essex.

To be honest the latter is more of a concern - I'm in Derbyshire where
where they like dirty tricks like disguising speed cameras in blue 
'builders' vans so I don't want to give the plods any more reason to 
pull me :-(
