Argh -- I hate replying to myself, but what I said (above) just ain't 
true. I played around with the rear brake on the way home this evening 
and found that, yes, it *is* fairly easy to lock the rear. Well, at 
least at the speeds I was playing around at (<30 MPH).

I guess I was remembering when I first started really trying to use the 
rear when the bike was new. At that time I could put all my weight on 
the lever and still not lock it up. As I began using it more I guess the 
pads bedded in and now there's a lot more power at the rear than I expected.
