Actually Al Gore showed this in his movie "An Inconvenient Truth",
which you definitely want to see if you haven't already.

With my Sprint the fuel usage seemed more dependent on average
speed than on throttle pump losses. Sporty mountain riding still
provided me with far better mileage than constant freeway riding.

So far the CO emmission standards for bikes seem different to
cars, but I don't know how they compare internationally. I do
know the new Aprilia Shiver 750 has engine and injection technology
(ride by wire taken very far) which shows that progress doesn't
have to go backwards when (euro) emission standards are getting
more and more strict.
